Sure you can in some cases make a better machine if the original design was bad but mostly 'efficiency' just means using a lot more energy overall, for example nowadays we use the rare earth dysprosium when we need strong but small magnets in machines such as the F35 fighter.

Actually conditions aren't right for oil to form any more. You need higher air temperature than we have now combined with shallow seas so that at the bottom of the shallow seas there's no oxygen and the dead sea creatures are preserved.
